We have much to celebrate as the 2023 Georgia legislative session comes to a close. At the same time, there is still much work to be done. That’s what this blog post is all about. First, we’ll take a look at recent victories in the area of education during the session. Then, we’ll talk about the road ahead—what still needs to be accomplished for the good of Georgia’s schoolchildren and families.

The Georgia Center for Opportunity team serves as an important source of information to lawmakers on the impact new laws can have on communities around Georgia, particularly the poor and underrepresented.

School literacy bills

A bright spot in the 2023 legislative session was the passage of two literacy bills that will improve reading and writing skills among Georgia’s kids. According to the Georgia Department of Education, only 64% of Georgia’s third-graders read at or above grade level. These bills will pave the way for our children to enjoy greater literacy, which will impact their educational and professional future.

Here is more about the two bills:

House Bill 538: The Georgia Early Literacy Act requires the state Board of Education to “approve high-quality instructional materials to be used for teaching students in kindergarten through third grade.” This will give Georgia an opportunity to raise the bar on literacy education for public school students in every community. 

Senate Bill 211: This legislation establishes the Georgia Council on Literacy. The Council will work with local school systems to develop a five-year plan to improve reading and writing among Georgia’s students. Coupled with state-approved instructional materials, we have renewed hope for seeing significant improvements in literacy over the next few years.

 

School safety

The next bill passage regards school safety, which is always an incredibly important topic, but which has received heightened attention in recent months. Here’s a look at the coming changes.

    • House Bill 147: The Safe Schools Act requires local school districts to develop safety plans and submit those plans to the Georgia Emergency Management and Homeland Security Agency (GEMA/HS). Because of the heightened threats on schools these days, having districts work with the experts at GEMA/HS will increase the safety of our children.

School accreditation

Finally, let’s go over the school accreditation bill that passed during this year’s session. 

    • Senate Bill 204: This legislation puts parameters on what K-12 school accreditation organizations can consider when they evaluate school districts. The bill is designed to address concerns that these organizations were limiting local elected school boards’ important discussions and debates.

 

Bad news from the 2023 Georgia legislative session

Now for the bad news. Despite passing in the Senate and making significant gains in the House, the Promise Scholarship bill (SB 233) didn’t get enough votes to pass on the last day of session. This delay has forced 500,000+ kids in failing public schools to wait yet another year for this critical education option.

Georgia’s General Assembly missed opportunities to adopt three other good education reforms. We’ll address each, but first, we’ll cover what happened to SB 233. 

 

What happened to promise scholarships?

The Georgia Promise Scholarship Act, SB 233, would have given parents $6,500 per year, per student to find the right education options for their kids. This would have opened up many non-traditional options, including private school, for families who want alternatives to the public school route. Eligibility would have been narrowed to around 400,000 kids stuck in the bottom 25% of public schools, based on the Georgia Department of Education’s evaluation.

    • The Promise Scholarship bill passed the Senate with unanimous support from Republican senators but, sadly, received no support from Democratic senators. It went all the way to the House of Representatives for a vote. The fact that the bill made it that far in the legislative process is good news.
    • On the last day of session, SB 233 received 85 votes in the House—six votes short of the 91 needed for passage. Sixteen Republican representatives voted against the bill. All but one Democratic representative voted against SB 233: the brave Rep. Mesha Mainor (Atlanta), who voted for the bill on behalf of her constituents’ interests.
    • Thankfully, SB 233 is still on the table for the 2024 legislative session. In the meantime, Georgia students stuck in underperforming schools will be forced to wait another year for this education option to be considered.

The ugly: Public school transfers, charter school management, and tax credit scholarships

As promised, let’s look at three other important opportunities the Georgia Legislature missed during the 2023 session. None of the following bills gained the traction they needed, depriving Georgia families and children of important or increased educational opportunities for at least one more year. 

    • Senate Bill 147 would have allowed students to transfer to attend better public schools, even if it was in a different school district. Other states like Arizona, Florida, and Indiana have seen success with similar laws. The bill never gained any traction, but can be considered again next year.
    • House Bill 318 would have streamlined the oversight of state- and locally-authorized charter schools. The bill passed the House and Senate with bipartisan support, but late amendments to the bill delayed the process. The Legislature adjourned for the session without the opportunity to agree to the Senate changes.
    • House Bill 54 would have increased the cap on Georgia’s Tax Credit Scholarship program from $120 million to $130 million. After going through changes in the House, the bill passed that chamber and moved on to the Senate. In a raucous Senate Committee meeting, the Tax Credit Scholarship portion of the bill was amended several times with unfriendly amendments, and ultimately, the bill died. Fortunately, the program is still operating under the existing cap of $120 million, giving Student Scholarship Organizations the opportunity to continue serving many Georgia students.

Looking toward 2024

While Georgia made important strides forward in school literacy, safety, and accreditation for 2023, there’s still much to be desired when it comes to opportunities for students and their families. It’s our mission to continue championing the value of bills like SB 233. Putting school funding into the hands of parents who wish to depart from the state’s status quo only makes sense; families’ tax dollars should support whatever educational path they choose. 

Likewise, school choice and tax credit scholarships should be open to a wider demographic of families statewide. It’s important to act quickly, and act together, for the benefit of our kids. As we look forward to the next legislative session, we’ll do everything we can to champion positive change.

Those who support opening up access to all educational options for every child in Georgia have a lot to celebrate this holiday season. That’s because a new lineup of leadership in the Georgia Legislature increases the likelihood that our state will soon see new and innovative ways for parents to access the right and best educational option for their child.

New leadership, new opportunities

Following the results of the 2022 elections, new leadership will be taking over both chambers of the state legislature. On the House side, the leadership team has nearly universal pro-educational opportunity voting record in recent history: Jan Jones (Speaker Pro Tem), Chuck Efstration (Majority Leader), James Burchett (Majority Whip), Bruce Williamson (Caucus Chair), Houston Gaines (Caucus Vice Chair), and Ginny Ehrhart (Caucus Treasurer) all have 100% pro-educational freedom voting records.

The only member of House leadership without a perfect record on these issues is the new House Speaker, Burns. But even he only has one vote off, the 2018 vote on the Educational Savings Account, the last time a bill of this nature was voted on in the House. Burns was nominated by the Republican caucus to become House Speaker beginning in the 2023 session.

What about on the Senate side? The good news is that only one member of Senate leadership — Jason Anavitarte, Caucus Chair — voted against the 2022 bill that would have created Promise Scholarship Accounts. But Anavitarte voted “yes” on other pieces of educational opportunity legislation, including raising the tax credit scholarship cap and increasing funding for charter schools. Other top members of Senate leadership — including President Pro Tem John Kennedy, Majority Leader Steve Gooch, and Majority Whip Randy Robertson — all have 100% positive voting records when it comes to educational opportunity.

Parents want more options

A recent poll from the Walton Family Foundation found that parents who voted are deeply concerned about the direction of K-12 public education in the United States.

The poll found that 72% of voters believe “improving K-12 education” should be a top priority for state lawmakers headed into 2023. Only the economy and inflation ranked higher at 76%. 

Americans are also still deeply concerned about learning losses from pandemic-induced classroom closures. Seventy-five percent said “students are mostly still behind due to school closures” from the pandemic, while two-thirds of parents said their students have lost learning due to the pandemic. 

On average, parents said their kids missed 21 days of school in 2021 due to the pandemic. 

As for what changes need to be in store for K-12 education, in Oct. 2021 36% of voters said they wanted to see “bold changes” for schools, while that number jumped to 46% by Nov. 2022. 

Voters’ top priorities include ensuring that every child is on track in reading, writing, and math; addressing the teacher shortage; offering more career and technical education; and improving security and safety on school grounds.

Expanding educational access

Throughout the 2023 session, the Georgia Center for Opportunity will be advocating for a bill similar to the one in 2022, for Promise Scholarship Accounts. Key facets of these accounts would be to enable all Georgia families to attend the school that best fits their student’s needs.

The 2022 version of the bill would have offered families up to $6,000 a year for approved education expenses. Promise Scholarships would step far beyond a typical voucher by fully putting parents in the driver’s seat when it comes to their child’s education. The funds could have been used for private-school tuition, but there would have been added flexibility depending on each family’s unique needs, extending to paying for things like tutoring, specialized therapies, or homeschool co-ops.

In this guest column, Brockway discusses solutions to pandemic learning loss.

Georgia students are flocking back to their classrooms, but in addition to the usual assortment of back-to-school supplies, kids are taking something else with them — profound learning losses from the past two years of the COVID-19 pandemic.

A 2022 research brief reveals that K-2 students are the greatest victims of learning loss. Furthermore, the literacy gap between minority and white students is now larger post-pandemic. Parents and teachers know that the earliest years of instruction are often the most impactful.

It has been well documented that school closing due to the pandemic caused students to lose ground (see here and here). Recent polling suggests that parents are very concerned about this learning loss and want political leaders to focus on this issue.

Consider this from The74Million.com:

Matt Hogan, a partner at Impact Research, said that it was striking to see Republicans seize an edge on an issue that “has historically been one of the Democrats’ strengths.” 

“There’s just a perception that Democrats’ focus on education is not where voters want it to be, which is helping kids make up the ground they lost,” Hogan said. “They think both parties are too focused on race and gender issues in schools, rather than focusing on catching kids up — but notably, they think that is true of Democrats even more so than Republicans.”

Notice that voters are not saying other issues, such as race and gender, are not important, just that learning loss is more important. Yet as we survey the political landscape, very few politicians or candidates are talking about what parents are most concerned about. 

Perhaps this is because there is no magic wand that can be waived to fix the problem. There is no list of “five easy steps to catch your kids up, and number four will blow your mind.” There are, however, things that can and should be done immediately.

Recently, Harvard economist Tom Kane produced a study of the impact of learning loss and proposed solutions. Kane’s research found that one-on-one tutoring was effective, but not effective enough to eliminate the learning loss for students in schools that were closed most of the 2020-2021 school year. Schools, he said, should plan on implementing learning recovery strategies for multiple years. Kane said:

So what can schools and districts realistically be expected to do in this situation? 

We can’t be thinking of this as a one-year catch-up. If we really are committed to making students whole and eliminating these losses, it’s going to be multiple years. There are other interventions that have been shown to have effects, it’s just that no single intervention gets you all the way. 

In March, Congress passed the American Rescue Plan Act of 2021 which included substantial funding for education. However, only 20% of those funds are required to be spent on recovering learning loss. Kane suggests districts spend more than 20% or perhaps all of their ARPA funds on learning loss recovery:

We try to put the scale of the [learning] losses and the amount of aid that districts have received in the same scale. We report both as a share of an annual school district budget, which I think is a useful starting point for thinking about what it’s going to cost a district to recover. If a district has lost the equivalent of, say, 22 weeks of instruction as a result of being remote, and you’re asking what it’s going to cost to make up for that, the lower bound of the estimated cost would have to start with [the question], “What does it cost to provide 22 weeks of instruction in a typical school year?”

We think that’s a useful starting point for people, and what they’d see is that in the high-poverty districts that were remote for more than half of 2021, the amount of aid they received is basically equivalent to — maybe a little more, but not much more than — the magnitude of their losses in terms of instructional weeks. That just means that, rather than spending the 20 percent minimum that was required in the American Rescue Plan, some districts should be thinking that they’ll need all of that aid for academic catch-up.

Imagine how much better off our society would be if politicians and school leaders truly committed to not only eliminating the pandemic learning loss, but using those interventions to insure every student is on grade level. How wonderful would that be?

Additionally, empowering parents to choose a school that best fits their child, be it traditional public school, tuition-free charter school, private school, or homeschool, should also be a tool we deploy to help get kids caught up. 

Polling has made it clear that parents want learning loss recovery to be a high priority for their child’s school. In this election year, candidates and elected officials would be wise to make this an issue in their campaigns. Parents should demand this of their candidates, and then hold them accountable to eliminating learning loss for every student. 

Imagine how much better off our society would be if politicians and school leaders truly committed to not only eliminating the pandemic learning loss, but using those interventions to insure every student is on grade level. How wonderful would that be?

It may not matter if federal policy does not change.

We’ve seen some back-to-back encouraging news within the last few weeks. The Employment Situation Report for July showed that the United States finally recovered the number of its lost jobs from the start of the pandemic, and the Consumer Price Index (CPI) inflation rate for July was essentially zero. But digging a little deeper to put the news into perspective reveals real concerns that stagflation will not end anytime soon.

The States Who Are Driving the Job Recovery

On the jobs front, yes, it’s true we’ve recovered the number of lost jobs benchmarked to February 2020 before the drastic impact on the labor market from COVID-19. This indicates we’re on the mend, but the job recovery process has not been the “V” shape hoped for at the beginning of the pandemic, one that would have meant a robust job recovery. 

Two-and-a-half years later, the civilian non-institutionalized population base that feeds the labor force grew by 4.8 million. Our own ARIMA Model job forecast shows we are approximately 5.8 million jobs short of where we would have been had the pandemic not happened. 

But this is not the case for all 50 states. Astoundingly, four states—Montana, Utah, Idaho, and Wyoming—have matched or nearly matched their pre-pandemic ARIMA Model forecasts, effectively eliminating any impact from the pandemic on the number of lost jobs. 

In the meantime, the national job recovery to pre-pandemic levels is driven probably by just 15 states who already recovered their number of lost jobs prior to the nation as a whole. These states are Utah, Idaho, Texas, Montana, North Carolina, Georgia, Florida, Tennessee, Arizona, South Dakota, Colorado, Arkansas, Indiana, and Nevada. 

As of June, the remaining 35 states and D.C. have not recovered the number of lost jobs. We have to wait another week before we know whether another state slipped onto the list of leading states that helped tip the balance for the national July data. 

According to our analysis, a common feature of the leading states is that they tend to have policies that value economic freedom more than the other states do. Incidentally, and for explanatory reasons and not for the purpose of getting political, all but three of the 15 leading states have given political control to the governor’s office and both chambers of the state legislature to the Republican Party.

Jobs Versus People Employed 

One problem with job data is that the dataset allows for double counting. If we want to count the number of people employed, it paints a different picture. 

The Current Population Survey shows the U.S. is still more than half a million workers short when compared to February 2020. In fact, we had fewer employed persons in July than March of this year, using seasonally adjusted data. 

The reason is that the labor force has shrunk despite population growth. This can be seen with the 62.1% labor force participation rate that is more than a percentage point below where it stood in February 2020.

This means that the 3.5% unemployment rate—which now matches its pre-pandemic level—is misleading. The shrinkage of the labor force is distorting the meaning of the metric.

Taken together on a national scale, jobs have recovered but the number of employed persons has not. This can mean only one thing. More people are working multiple jobs to make ends meet. 

Inflation versus the Price Level

July’s CPI ever-so-slightly decreased. It ticked down 0.2% at an annualized rate–a welcome change from the past 25 months. Just to keep this in perspective, the price level nonetheless increased 14.1% since the start of the pandemic. But there is no need to tell this to average consumers who have been feeling it in their pocketbooks.

Fiscal and Regulatory Policy

The Federal Reserve does not stand alone with its bad policy. Congress and the Administration are just as guilty, if not more so.

Excessive fiscal spending also drives up the price level. Worse, increasing business taxes will pull  resources from businesses. These resources are needed to produce goods and services that we all use and enjoy. It also enables these very same businesses to pay workers and compensate investors, and it leads to more economic growth and prosperity. Likewise, more excessive regulatory restrictions have similar negative effects on people and the economy.

Increasing business taxes and regulating businesses even more at this time will not help keep prices down. Rather, a good portion of these higher costs will be passed onto consumers.  And they will be passed on to consumers to the degree that individual businesses are able to do so. If businesses can’t pass all or even some of those costs on to consumers, then they will be forced to make more difficult decisions, such as cutting back on the number of employees or suspending pay raises to employees. Profits will clearly suffer that may cause a few businesses to scale back or exit the industry altogether. These consequential actions all aggravate stagnation. Add in the price increases and we get more stagflation, not less.

Unfortunately, the President just signed into law the erroneously named Inflation Reduction Act that will do nothing about inflation, but it will hike business taxes and increase regulations that will only worsen the economic situation. 

Congress and the Administration need to start following the lead from the states who are doing it right. Only pro- growth policies relying on innovation and production organically sprouted from within the economy will help us out of this mess, and it won’t work if politicians think that means taking money from successful businesses or imposing new mandates on others or picking the winners and losers in the economy.

That’s the day when the Georgia Senate voted down a bill to create Promise Scholarships. Eight Republicans joined all Democrats in rejecting the scholarships, which would have offered families up to $6,000 a year for approved education expenses. Another six Republicans chose to abstain from voting, knowing that doing so would kill the bill.

Promise Scholarships would step far beyond a typical voucher by fully putting parents in the driver’s seat when it comes to their child’s education. The funds could have been used for private-school tuition, but there would have been added flexibility depending on each family’s unique needs, extending to paying for things like tutoring, specialized therapies, or homeschool co-ops.

It’s unjust that the best interests of Georgia’s schoolchildren have once again fallen prey to politics and special-interest groups. While some lawmakers were twisting arms to get votes to pass gambling programs to benefit a handful of people, others were voting “no” on Promise Scholarships that would allow tens of thousands of kids to flourish.

Simply put, a vote against S.B. 601 was a vote against the many Georgia families who desperately need help. Particularly as our state emerges from the COVID-19 pandemic where so many students are left behind, it’s unconscionable that we would deny this lifeline to families.

What’s also unconscionable is why politicians would reject educational freedom given that the vast majority of Georgians want it.

A recent poll from GeorgiaCAN found that 72% of respondents favor “expanding educational options by allowing a child’s state education dollars to follow that student to the school that best fits their needs, whether that is public, private, magnet, charter, virtual, or homeschool.” Support cut across party lines, with 79% of Republicans in favor, 78% of Independents, and 64% of Democrats.

Do Georgians favor the idea of Promise Scholarships? That same GeorgiaCAN poll put support for Promise Scholarships at 59%. Public school parents voiced even stronger support, with 67% in favor.

Those results are in line with other recent polling showing that between two-thirds and three-fourths of Georgians support the core ideas of educational opportunity for all students, not just those blessed with a high income or who live in the right zip code. The bottom line is that in our era of sordid political discourse and deep divides between the parties, there are few issues that garner as much bi-partisan support as educational opportunity and equity.

One of the attributes that makes Georgia a great place to live — and a great place to relocate to from other areas of the country — is our diverse and growing set of educational options. It’s the 21st century, and our policymakers recognize that a one-size-fits-all approach no longer works, least of all when it comes to the education of our children.

But while we’ve had important progress over the last few years, we need to keep moving forward. Traditional public schools will remain the right option for most families, but a swiftly growing number of families are choosing alternatives — public charter schools, private schools, or homeschools. As a state, our objective must be to support students and families in the educational environment that works best for them. Our priority must be funding student education, not systems of education that aren’t meeting the needs of every child in our state.

That’s precisely why we need the flexibility provided by Promise Scholarships. Passing Promise Scholarships would have put Georgia at the forefront nationally of giving all children the opportunity for a great education. And politicians running for office this year would be wise to pay attention. For evidence, look no further than Virginia’s recent gubernatorial election, when now Gov. Glenn Youngkin swept into office on a platform of empowering parents.

Remember, the midterm elections are just around the corner: All 56 state Senate and 180 state House seats up for grabs. Meanwhile, parents are clamoring for educational options like never before.

The question is, will Georgia politicians listen? The answer appears to be a resounding no.

Passing Promise Scholarships would have put Georgia at the forefront nationally of giving all children the opportunity for a great education. And politicians running for office this year would be wise to pay attention. For evidence, look no further than Virginia’s recent gubernatorial election, when now Gov. Glenn Youngkin swept into office on a platform of empowering parents.

Remember, the midterm elections are just around the corner: All 56 state Senate and 180 state House seats up for grabs. Meanwhile, parents are clamoring for educational options like never before.

The question is, will Georgia politicians listen? The answer appears to be a resounding no.

As Georgia heads toward a pair of runoff elections for U.S. Senate, what happened to basic civility?

Where’s the Christmas cheer? 

 

That’s what I find myself asking as I look at all of the bitter partisan rancor surrounding Georgia’s pair of runoff elections for two U.S. Senate races. Civility has definitely taken a backseat to rage and bitterness this month in the Peach State as we march toward January 5, election day for the runoff (although early voting has already begun).

 

In the two races, incumbent Republican senators David Perdue and Kelly Loeffler face challenges from Democrats Jon Ossoff and Raphael Warnock. The two races are the most important in recent memory because their outcome will determine whether Republicans or Democrats control the Senate beginning in 2021.

 

Here’s what’s getting lost amid all the political squabbling: When the dust settles and winners are declared, both sides will need to come together to work on solutions to our country’s challenges. But if we lose our dignity and sense of purpose in an effort to get our candidate elected, that kind of cooperation is far more challenging. Ultimately in that type of scenario, we will have lost regardless of the electoral outcome.

 

What’s more, it’s important to remember that our problems won’t magically disappear after the January 5 runoff. Thinking so is to believe that elected officials hold the absolute power to solve our problems. They don’t. 

 

The fact of the matter is that peoples’ lives meaningfully improve locally when neighbors help neighbors. That’s the key: Our neighbors, whom we’re treating so poorly right now in this election fight, will still be there after we know the election results. We’ll still need to love them, help them, to build better neighborhoods, communities, and ultimately a better Georgia.

 

That is a fundamental value of the team here at the Georgia Center for Opportunity. We put the dignity of people far above temporary election wins. We realize that in-fighting and partisan squabbling hurts people, when we should be looking for ways to cross the aisle to cooperate in an effort to reduce poverty, expand economic mobility, increase access to quality education options for all families, help people succeed in their relationships and families, and connect people with meaningful work.

 

We must remember the humanity of other people. We must understand that a difference of opinion does not diminish our inherent worth as human beings worthy of respect. We’re encouraging all Georgians to go vote in these crucial runoff elections, but don’t cast your ballot and call it a day. Let’s practice the Golden Rule: Loving our neighbors regardless of their politics and looking for ways to work together to find common solutions to the challenges we face.

 

In the end, I realize that Christmas cheer is alive and well across Georgia, evident in everyday acts of kindness, charity, and goodwill. We’ll still be helping our neighbors in the weeks leading up to January 5, and we’ll continue helping them in the weeks, months, and years that follow.

 

Georgia made national headlines after Tuesday’s primary elections. Most of the coverage focused on long lines, mail-in ballots, new voting machines, and results that were not finalized until the wee hours of the morning. (In fact, some results are still pending). 

There were some high profile contests, including a couple of congressional races. Every member of Georgia’s General Assembly (except, of course, for those retiring) were also on the ballot. 

But there was one outcome of Tuesday’s election that you’ve likely heard nothing about.

Both parties have the ability to put non-binding referendum questions on their respective primary ballots. While the results of these questions have no force of law, it is a great way to test voter opinion on various policy ideas. The results are far more accurate than a poll and can help parties and candidates understand the will of the super voters among the electorate.

This year, Republicans included the following as ballot question #1: “Should Georgia lawmakers expand educational options by allowing a student’s state education dollars to follow to the school that best fits their needs, whether that is public, private, magnet, charter, virtual or homeschool?”

The results were overwhelming: as of this writing (results are still coming in), more than 73 percent of voters said “yes.” In fact, the question had majority support in every single one of Georgia’s 159 counties, destroying a common narrative that rural voters don’t support school choice. In all but 12 counties, support was over  two-thirds. In many cases, the ballot question will ultimately receive more support than the Senate or House member representing the district. 

You might be tempted to argue that this only speaks to support for educational options among Republicans. And while the Democratic Party of Georgia didn’t include this question on their primary ballots, making an apples-to-apples comparison impossible, other polling in the state consistently shows support for school choice among all Demographics—Republicans, Democrats, rural, urban, young, old, men, and women. 

Even an AJC poll, worded in such a way as to be biased in the negative, found that 61 percent  of voters supported school choice, even when warned that it might “undercut public school funding.”

During the COVID-19 pandemic and resulting school closures, many families were forced into alternative ways of schooling for the first time ever. Families’ experience with how traditional public schools handled the shift to distance learning was mixed and inconsistent. Some schools and teachers excelled, ensuring students did not lose out on learning. Others threw their hands up  early, and kids have suffered. 

In the aftermath of these experiences, and in light of all the uncertainty facing a reopening of traditional public schools in the fall, many families have begun searching for alternatives–virtual education programs, private schools, and innovative public charter schools. 

But will public policy change to support these students who need something outside of the traditional model of education? So far, CARES Act relief has focused millions of dollars to the state Department of Education, local districts, and traditional public schools. Nothing to date has been offered to families whose students fell behind, need to play “catch-up” over the summer, or need a different environment when school returns in the fall. 

If legislators and state leaders are paying attention, that should change.

In recent years, there has been a reluctance on the part of legislators to expand existing school choice programs or create new ones. Usually, the argument goes that it will not be politically expedient to do so. 

Legislators might be dismissive of polling, but if they ignore actual voters who went all the way to the end of the ballot and chose to say “yes” when asked if money should follow the child to the best school for them, it could ultimately be at their own peril. 

Now that voters have spoken—clearly and specifically—how will legislators respond? Will they listen to the will of those who elected them? Elected officials (or those who wish to be elected in the future) have the ultimate opportunity for a win-win: they can give kids the educational opportunities they need and deserve while giving voters what they support and demand.

 

 

 

Some things in life are guaranteed: death, taxes, and left-leaning professors in the ivory tower. Proof? The percentage of professors identifying as “far-left” increased from 42 percent in 1990 to 60 percent in 2014, according to UCLA researchers. Another study published last year found that professors who are registered as Democrats outnumber Republicans nearly 12 to 1. At Harvard, 84 percent of the faculty’s political contributions went to Democrats. The College Fix reports that the University of North Carolina-Chapel Hill, 17 departments have no professors registered as Republicans—zero.

As featured recently in the AJC, an Iowa lawmaker proposed legislation that would require universities to balance the number of Republican and Democrat-professing professors that schools hire. A bill so narrowly focused on universities’ employment practices leaves room—as well-intentioned legislation often does—for unintended consequences. Based on the polling above, there may not be enough professors on the right of the political isle to fill such a quota.

Lawmakers in Iowa—and Georgia—should consider a more fundamental issue: Protecting free speech on campus, no matter where you place yourself on the ideological spectrum. Disagree with many people in class? Engage in debate and discover the power of ideas and value of persuasion. So far this year, lawmakers in at least four states are considering resolutions or legislation that protects free speech on campus (Virginia, North Carolina, Florida, and Illinois). The new bills are modeled after Campus Free Speech: A Legislative Proposal by Stanley Kurtz from the Ethics and Public Policy Center and Jim Manley and myself from the Goldwater Institute.

The model legislation takes a comprehensive approach to protecting free expression on public college and university campuses. The bill prevents universities from designating so-called campus “free speech zones,” which actually limit what you can say and where you can say it. The bill allows individuals to speak and act freely on college grounds, as long as they do not interfere with others’ ability to do so. The bill also requires public universities to adopt mission statements in favor of free speech and make sure this material is available to existing and prospective students and faculty. Schools will be required to release an annual report on the condition of free speech on campus.

Colleges should be neutral on the issues and provide space for students and faculty to debate. Once students have left the college bubble, they are destined to encounter people with different opinions. Getting along and working peaceably with—and yes, when the time comes, even amicably disagreeing with—such people is a part of adulthood. No better time to practice these skills than when in college.
